I believe that the one I have received, had been returned by a previous customer as some of the packaging was opened. However, country to what the other comments have said, it does fit together perfectly! The issue I believe people are having is that you have to move the shackle part (not sure what it is called) the part that attaches to the main bar, you have to move it down a little so that the support arm (the thin piece of metal) fits the main bar (not sure what you call each part but see picture). Just assemble it exactly as the picture shows and you will find that all parts fit together perfectly. It is a great item! Hope the seller replenishes their stock as it a good item and very useful.
